 Korea BCH reported ‘2015 LMOs Statistics’ on its biosafety website (http://www.biosafety.or.kr)

 Every year, under The Act on Transboundary Movements of Living Modified Organisms and Other Related Matters (LMO Act), Korea Biosafety Clearing House publicly releases ‘LMOs Key Statistics,’ the collection and analysis of domestic data regarding LMOs.

 The most notable fact in ‘2015 LMOs Key Statistics’ is that the imported quantity of food and agriculture purpose LMOs continued to exceed 10 million ton after it did for the first time last year.

 In 2015, the imported quantity of food and agriculture purpose LMOs reached approximately 10.24 million ton (agricultural purpose 79%, food purposes 21%) which worth about 2.36 billion dollars. Although the amount has decreased by 5 percent (0.58 million ton) from the year before, it stayed above 10 million ton.

 The remarkable amount of importation is assessed to be caused by the consistently high level of corn inventory held by food and feed companies, continued from 2014, as well as the slight increase in the actual output of assorted feed in 2015. The imported amount in 2016 is expected to be similar to the quantity from 2015, as there is a prospection that the actual output of assorted feed will stay at a similar level.

 In terms of the approved amount of LMOs to import for food and agricultural purposes in other countries, Brazil had 3.79 million ton (37%), and the U.S. had 3.69 million ton (36%)

 The other information also included in LMO-related Statistics:

 (R&D) There was a total of 2,163 cases of LMOs reported for domestic import in 2015 for the purpose of R&D, which showed a 50% increase from 2014.  Also, the number of notice on exported LMOs significantly increased from before, totaling 158. These expansions are considered to be caused by the increased awareness of domestic law among researchers followed by ongoing educational programs and promotions performed by related agencies.

 (LMO awareness) According to the results of the KBCH’s LMO awareness survey conducted on 600 male and female adults nationwide in November 2015, Koreans’ awareness on LMOs was 83.5 percent, which slightly decreased from 2014 by 1.2 percent. While the majority believed that the stricter regulation is needed for labeling system (89%), importation (88.5%), handling/distribution (87.8%), and R&D (82.2%), there were stronger agreement on utilizing LMO technologies on medical/pharmaceutical (82.2%) and bioenergy (79%). 2016-07-04T07:49:38Z 2016-07-04T07:49:38Z Ho-Min Jang

Senegal - Phase 1 des Journées d'animations scientifiques sur les biotechnologies modernes et le cadre réglementaire de biosécurité

L’Autorité Nationale de Biosécurité (ANB) du Sénégal a initié depuis le 24 mai 2016, des journées d’animations scientifiques sur  les biotechnologies modernes et la biosécurité dans les universités du Sénégal, avec comme cibles principales les étudiants de licence et de Master.
Cette démarche de communication a pour objectif de fournir une information de qualité sur les applications des biotechnologies des biotechnologies modernes et le dispositif réglementaire de biosécurité qui encadre leur utilisation. Car, il est important dans ce débat suscité par les OGM et découlant le plus souvent de perceptions négatives, de tracer les voies d’un éclairage scientifique permettant d’orienter objectivement la base de décision politique et les choix de consommation.
A cet effet, le Directeur Exécutif de l’ANB accompagné de régulateurs en matière de biosécurité a animé successivement des journées scientifiques le 24 mai 2016 à l’Université Gaston Berger de Saint-Louis et le 16 juin 2016, à l’Université Alioune Diop de Bambey.
Les débats nés de ces deux cadres de partage ont essentiellement porté sur :
- les lenteurs notées dans la mise en place du dispositif national de biosécurité du Sénégal ;
- l’évaluation et la gestion des risques liés aux OGM ;
- la gestion de la coexistence des cultures OGM et des cultures conventionnelles ;
- la part réelle de la contribution des biotechnologies modernes à la sécurité alimentaire ;
- les mesures de sauvegarde des variétés locales ;
- la gestion de l’information sur les biotechnologies modernes et la biosécurité ;
- le contrôle des OGM (laboratoire national de biosécurité, corps de contrôle, etc.) dans le dispositif réglementaire national de biosécurité ;
- la cybersécurité et l’accès aux OGM ;

As a part of the project “Capacity-building to promote integrated implementation of the Cartagena Protocol on Biosafety and the Convention on Biological Diversity at the national level” and with a view of the desk study analysis, on 25 May 2016 the Institute of Genetics and Cytology of the National Academy of Sciences of Belarus, vested with functions of the National Co-ordination Biosafety Centre, with support of the Secretariat of the Convention on Biological Diversity and the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus hosted a round-table meeting.
40 representatives of different institutional subordinations, the activity of which is related to biosafety issues in the Republic of Belarus, took part in it. Expert Advisory Board members on Safety of Genetically Engineered Organisms of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus were among the participants of the meeting, as well as representatives of the involved ministries and other National government agencies that hold responsibility for the decision-making in regard to the release of GMOs into the environment, the GMO registration and their transportation; representatives of the National Aarhus Center of the UN Convention to promote public participation in the discussion of environmental issues, including the biosafety ones and NGOs, engaged in environmental activity in the Republic of Belarus, representatives of Institutions, involved in genetic engineering activity and ensuring safety in genetic engineering activity in self-contained systems.

At COP-MOP 5, the Parties to the Cartagena Protocol on Biosafety adopted a programme of work on public awareness, education and participation concerning the safe transfer, handling and use of living modified organisms (LMOs) to facilitate the implementation of Article 23 of the Cartagena Protocol and decided to review the programme of work at the eighth meeting of the Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol on Biosafety (COP-MOP) in the light of experiences gained by Parties.

The Secretariat has prepared a survey on the progress and suggestions regarding the necessary revision or revamping of the elements of the programme of work through the Biosafety Clearing-House. The survey is to gather information corresponding to indicators in the programme of work that could not be obtained from the third national reports.

Philippines - Philippines Steps Up as Coordinator of Asia BCH Roadmap

TAGUIG CITY, PHILIPPINES - The Philippines affirmed its commitment to strengthen cooperation in Asia with regard to upholding the provisions of the Cartagena Protocol on Biosafety by taking the lead as Coordinator of the Asia Biosafety-Clearing-House (BCH) Road Map.

The Road Map, developed and approved by the Parties in Asia during an earlier Workshop in Nanjing, China in November 2015, outlines the targets in the next five years (2016-2020) focused on build capacity towards effective participation to the BCH, promote public awareness, education and information, and enhance regional networking and cooperation, which hopefully, if realized, shall bring the region a step closer to the vision of One Asia BCH family.

During a Workshop held at the Acacia Hotel in Alabang, Muntinupa on 5 to 7 April 2016, fellow Parties at the forefront of the initiative namely the Republic of Korea, Malaysia, Cambodia, and the People’s Republic of China, brainstormed and discussed in detail the subsequent steps to be undertaken to implement the Asia BCH Road Map, including the terms of reference (TOR) of the Road Map Coordinator for the period 2016 to 2017. A representative and consultants from the United Nations Environment Programme (UNEP) were also present to provide guidance.

Among the agreements reached were the creation of an Informal Consultative Committee (ICC) composed of the Republic of Korea, Malaysia, Cambodia, the People’s Republic of China, the Philippines, and one representative each from the UNEP, SCBD and the Compliance Committee. The ICC shall serve as advisory body to promote and sustain the activities as embodied in the  Road Map.

An Asia BCH web portal, will be set  up and administered by the Korea Biosafety Clearing House (KBCH to facilitate access to and sharing of information among Parties in the region such as available trainings, resource materials for PAEP, announcements, and news on the Parties’ respective activities.

The COP-MOP 8 side event entitled: “A Successful BCH Asia Family ☺” will highlight the history and milestones achieved by the Asian region leading to the development of the Asia BCH Road Map. Other presentations shall include the Road Map to enhance regional cooperation and coordination mechanism to fully implement and sustain the activities beyond 2020.

With the vision of “One Asia BCH Family”, the member Parties in Asia eagerly look forward to kick-start the sustainable implementation of the activities in the Road Map.
